Newly Appointed candidates on regular permanent post on a govt job receive salary as per pay scale mentioned in those post’s advertisement with starting basic pay of that level. Candidate is given Total Salary that includes several allowances that are calculated on basic pay of a post. The rates of these allowances (DA, HRA, CCA, Special pay etc.) gets increased from time to time. So total salary may get up to 2-3 times the basic pay.
There are 30 Grade Pay levels in Assam Pay Matrix. All levels are as given in 7th Assam Service (Revision of Pay) Rules 2017 and amendment rules 2019 given at link below.

Amendment in Assam Pay Rules
Assam Finance Department has released 7th Assam Service (Revision of Pay) Rules 2017. Later these rules got amended in 2019 in which some pay scales were revised.
Through this amendment, following pay scales got amended.
- Rs. 12000-37500 to Rs. 12000-52000.
- Rs. 14000-49000 to Rs. 14000-60500.
- Rs. 22000-87000 to Rs. 22000-97000.
Assam Service (Revision of Pay) (Amendment) Rules 2019 came in to effect from the date of 2017 rules.
Annual Increment in Basic Pay:
All Assam Government employees will be entitled to an annual increment of 3% of Basic Pay which will be applicable from 01 July of the year. Those employees who has completed service of three months and above in the revised grade pay as on 01 July will be eligible for increment.
Basic pay is the sum of Grade Pay and Pay in the Pay Band. Various allowances like DA and all others, facilities, pension etc. shall be payable on basic pay. Facilities like Government housing etc. will be governed by the Grade Pay.
